May 2019 Minutes Annual Parish Meeting

NORTON DISNEY ANNUAL PARISH MEETING & COUNCIL MEETING

Held on Monday 13th May 2019

1.   Vanessa Hall

Welcomed those attending  and submitted her Parish report. 

The local elections were still fresh in peoples’ minds, not least being a change both to NKDC overall control as well as locally, where Independents were elected in both instances. In the Parish, there was no election. However, Terry Johnson retired after many years distinguished service both as Chairman of the Parish and latterly as Councillor. Roy Husemeyer was elected to take Terry’s place.

Other matters/issues which have been at the forefront of Parish considerations over the past year were the Phone box, the Church and cemetery, SID, whose operation has been transferred to Cllr Tracey Whitton recently, Bomber County Gateway Trust, the sale of Tonges Farm by Cemex to Embryo Angling Habitats as well as the ongoing planning application by Lincoln Protein.

3.District Councillors Reports

Newly elected District Cllr Chris Spray introduced himself to the meeting and, while not giving a report as such, took part in later discussions on various topics affecting the parish and adjoining ones.

4. Church Report

Reverend Dee Freeman told the meeting that there were, as yet, still no Church Wardens from the parish, but that over the past year, many people from far afield had visited our historical church. A special mention was made to Maureen Kendall for her work.

For future reference, The Diocese is looking at ‘Group Parish Sustainability’. 

5.Village Hall Report

Another very solid year financially was reported by Jenny Wright, with 241 bookings in 2018/19.

Various investments/repairs will be undertaken over the coming year.

6. Police Report

This was read out to the meeting.

There being no questions from the public, this meeting was followed by the Parish Council meeting where the first item on the agenda was to elect a Chairman and Vice Chairman.

Election of Chairman & Vice Chairman

Proposed by Cllr C Moles and seconded by Cllr P Gibson, Cllr Vanessa Hall was elected as Chairman. Cllr V Hall proposed Cllr C Moles as Vice Chairman and this was seconded by Cllr T Whitton. Cllr C Moles was duly elected and the Acceptance of office forms were signed.

Minutes of the previous meeting

The minutes of the meeting held on 20th March 2019 were accepted and signed as a true and accurate record. There were no matters arising.

Update on Tonges Farm footpaths/ public access

Matt Pettit, on behalf of Embryo Angling Habitats, told the meeting that Mark Jarvis had been appointed as Site Manager. Mark was in attendance and will be taking Matts’ place in subsequent meetings. 

Matt explained that permissive rights of way over the property are to be discussed with Lincolnshire CC with a view to making the footpaths more ‘meaningful’.

A brief discussion followed on the subject of dog walkers needing clear signs to follow and easier access. Progress on these issues would be helpful and appreciated. 

Cllr Clive Moles said it was good to see such cooperation by Embryo Angling but the Parish needs their support on the matter of the proposed Rendering Plant on Folly Lane.

A related topic for discussion was raised by District Cllr Chris Spray regarding Thurlby lake and adjacent property owned by the Roe family where planning permission has been granted for Chalets and, should the project go ahead, will have a bearing on access to adjacent property.

Update on Bomber County Gateway Trust project.

Cllr Clive Moles said that events held at Bassingham and Cranwell in April had been very successful in raising funds for the project which now required another £100k to be fully funded.

An Engineering Team had been put in place and they are now at the forefront to spearhead progress. 

Cllr Vanessa Hall told the meeting that another £500 would be given to the project by the Parish, which has subsequently been done and for which a letter thanking the Parish Council has been received from Ken Sadler.

Update on Lincoln Proteins’ planning application.

The impact assessment reports are still awaited before the application can be considered.

Annual Accounts and financial matters

Were presented to the meeting and have since been signed off and forwarded to the Auditors for Smaller Authorities and put on the Parish’s website.

Councillors  comments.
 
Cllr T Whitton raised the issue of vehicles speeding through the village and whether a SID could be purchased, possibly in conjunction with Thurlby Parish, where there is a similar problem. It was agreed that the matter should be discussed with Roy Martin, Chair of Thurlby meeting and Bassingham Parish where a SID has recently been purchased for their own use and prices obtained.

A question of the current usage for some land behind the Village Hall was raised and whether it may have a detrimental affect on the environment. Enquiries to Environmental Health should be made to try to clarify the position.

Cllr C Moles proposed that Terry Johnsons’ contribution as a Parish Councillor over many years should be recognised and suggested £100 worth of garden vouchers would be appropriate.

This was agreed and has been given to Terry together with a letter thanking him in fulsome terms for his work and devotion to the Parish.

Pat Woodman and Sue Howe have also been written to, subsequent to the District Council elections, thanking them for their help, advice and work as District Councillors during their time in those roles, which, in Pat’s case covered over 4 decades.
