Held on Monday 18th May 2026

Those attending were:
Parish Councillors
Vanessa Hall
Clive Moles
Pat Gibson
Tracey Whitton
Roy Husemeyer

The Parish Clerk
M Salmon

District Councillor
Mary Green

1. Vanessa Hall – Parish Council Chair
In her annual report, among many matters covered, Vanessa said the standout project which had been completed during the year was the erection of the Lancaster Bomber at Brills Farm by  the Bomber County Gateway Trust. It had been an epic undertaking lasting almost 10 years from start to finish and for which there had been a memorable ‘Dedication Ceremony’ on Friday 15th May on site.
Other items mentioned were the ongoing Fosse Green Energy Enquiry, the annual ‘dig’ on Brills Farm by Norton Disney History and Archaeology Group, the Church and cemetery. She ended by saying it was a privilege to be the Parish Council ‘Chair’.

2. County Councillor’s Report
Unfortunately Marianne Overton was unable to attend the meeting.

3. District Councillor’s Report
Mary told the meeting that the District Council had held its Annual meeting the previous week and that the Council had remained financially ‘solid’ during the period enabling investment to be made where needed for future growth.
The District Council has a new Chair and Deputy. The structure of the Planning Committee has changed. Other issues mentioned – top of the list was ‘ Local Government reform’, Empty Homes where further penalties are being considered to encourage them to be used and  scams concerning Winter fuel allowance.
There may not be local elections next year, but carried forward to 2027 instead.

4. Church Report
Compiled by John Rowland, the Lay Vice Chair of Withamside PCC, it stated that all the internal plastered walls of the Church will be repainted this summer, that a large painting in the Nave of a Coat of Arms, of some historic significance, will be restored and that new external lighting will be fitted for safety reasons.
The Withamside United Parish has joined with the Swinderby Group with Rev’d Andrew Vaughan as the Oversight Minister. Within its geographical area, there are many social and community events undertaken and John finishes by suggesting the Parish considers ways of raising funds to help support the Church’s running costs.

5.Village Hall Report
Jenny Wright reported that there had been 135 bookings during the year at £10 - £12/hour. There was a surplus of £3020 during the year.
She suggested that the subject of a Village Fete later in the year be put on the next Parish Council’s agenda.

6. Questions
The question of a speed limit extension on Newark Road was again raised to cover the length from where the current 30mph ends to the Parish boundary below Brills Farm. 50mph would seem the most appropriate limit.
There had been an access problem onto the footpath crossing the Church field due to an electric fence on its boundary.
It was suggested that news from the Parish should appear in the Witham Staple and that the agenda for Parish meetings should be put on the website prior to each meeting.
