A meeting of the Parish Council was held on Monday 16th September 2019 in the Village Hall.

Minutes of the previous meeting

Minutes of the Parish meeting held on 15/07/ 2019 were signed as a true and correct record.

Matters arising / Police Report

The Police report mentioned 2 thefts – on 23rd July a copper tank was stolen from Newark road and a tool box was taken from a combine harvester on 11th August close to Folly lane. Recently the Police have notified the Clerk that there will be no more reports issued for Council meetings due to staff allocation and funding.

County & District Councillors’ Reports

County Cllr Marianne Overton raised several issues. ‘Fix my street’ can be downloaded onto phones now. Some senior highways staff have been replaced which has led to better communications.

The Local plan is to be updated in late Sept/Oct and then sent out for more consultation.

37k more houses may be allocated for development in the 3 Central Lincolnshire District Councilsrelating to the Local plan, a very large increase with less resources for infrastructure development.

There was also mention of up to 1 hectare adjoining villages, per village, being allocated for development.

District Cllr Mary Greens’ report is attached.

District Cllr Chris Spray raised several matters including poor adult care in the County.

Presentations by Steve Dorey & Michael Orridge, on behalf of Cole and Cole Partnership

Both made brief presentations on behalf of their respective planning applications.

Mr Dorey stated that a petition had been signed by 148 parishioners in favour of the family’s application. There was, however, some opposition to it from neighbours who pointed out the view from their house would be affected and that the development would take place in open countryside, albeit adjacent to existing dwellings.

Mr Orridge pointed out that their application was on a brown field site.

Several points were raised subsequently by the public with reference to the Cole Partnership application including the sighting of bats on the property, a potential increase in traffic flow directly onto Main Street, whereas another resident did not want a second line of houses in the village. A linear approach to development was preferred.

A more general point was made in that the village needed ‘fresh blood’ to survive and prosper as acommunity.

Bomber County Gateway Trust update

Cllr Clive Moles updated the meeting on progress. Steel fabrication by Tata due for completion in October with the podium supports scheduled for erection around the same time. Jessops Construction has been appointed the main builder. Fundraising continues.

Update on Lincoln Protein Ltd.

Lincoln Protein should be submitting all their awaited reports in the autumn. Since when these have been confirmed as received in early November for further consideration.

Planning Applications/Decisions

3 applications during the period. Apart from the 2 considered at the meeting for outline planning permission, being 19/1079/OUT and 19/1101/OUT respectively, the other was 19/0940/FUL in respect of a field off Newark road where a change of use is sort from agricultural to horse paddocks with stabling/ arena/hay store and a varied access.

Financial Report

As at 29th August 2019 funds in the Community account stood at £2192.58 having made paymentsof £404.07 since the last meeting. Business Premium account stood at £1.14. Funds held in the Skipton Building Society as at 29th August 2019 were £7833.62 + accumulated interest.

Councillors comments / AOB

Cllr Pat Gibson raised the issue of dog fouling on Butt Lane. Appropriate signs were needed. The Parish has 2 which can be used.

Cllr Clive Moles asked if a letter could be sent to Richard Wraith thanking him for carrying out extensive voluntary grass cutting around the village during the summer. This has subsequently been done.

With regard to seeking a speed limit on the Newark Road between the village curtilage and the entrance to the Hall, Highways has stated that this issue must be put forward by a County Councillor as it is a County Highways matter. County Cllr Marianne Overton has agreed to pursue this on the Parish’s behalf.

Next Meeting

The date of the next Parish meeting was arranged for MONDAY 18th November 2019.

There being no further business, the meeting was declared closed @ 21.30 hrs.
