Minutes of the previous meeting

Minutes of the Parish meeting held on 16/09/ 2019 were signed as a true and correct record.

Matters arising / Police Report

Recently the Police have notified the Clerk that there will be no more reports issued for Council meetings due to staff allocation and funding.

County & District Councillors’ Reports

District Cllr Mary Greens’ report is attached, which, due to her delayed arrival , was read out by Cllr Chris Spray. From a parish perspective, the main news concerned Lincoln Protein’s application for Villa Farm which is scheduled for County determination on 3rd February 2020.

Update by Matt Pettit / Embryo Angling Habitats

A new manager, Ben Hoggatt, has been appointed after Mark Jarvis decided to move on. 2 lakes opened for Carp fishing in September. The restored lakes on the other side of Swinderby road were recently purchased from Cemex with a view to opening them in 2021, identical to the ones on Tonges Farm. Any building work relating to the House / adjoining sheds has been put on the back burner until later in 2020.

Update on Lincoln Protein’s application

NKDC, as consultee, will determine their stance on 8th January 2020. Subsequently voted for rejection. Remaining timetable as above. This follows extensive further submissions by Lincoln

Protein, including new/updated Environmental and Heritage reports regarding the site, vehicular access to/from Folly lane as well as detailed responses to local initial objections following their planning application.

Cole & Cole Partnership planning applications 19/1363/OUT and 19/1364/FUL

Both applications were rejected by the meeting. Subsequently, the former one was approved by NKDC whilst the later was not. A decision on an appeal is awaited.

Bomber County Gateway Trust update

Cllr Clive Moles updated the meeting on progress. The podium supports were erected in late November. Work has started on the main frame of the aircraft. Fundraising continues.

Planning Applications/Decisions 16/09/19 to 18/11/19

2 applications during the period being the 2 considered at the meeting,19/1363/OUT and 19/1364/FUL.

3 decisions made. 19/1079/OUT, being outline permission for 4 dwellings on Butt Lane, granted.

19/1101/OUT for 2 dwellings behind the Village Hall, refused.

19/0940/FUL in respect of a field off Newark road where a change of use from agricultural to horsepaddocks with stabling/ arena/hay store and a varied access, approved.

Financial Report

As at 29th October 2019 funds in the Community account stood at £1773.06 having made payments of £419.52 since the last meeting. Business Premium account stood at £1.14. Funds held in the Skipton Building Society as at 31st October 2019 were £2310.02, having made a payment to Unipart of £5523.60.

Councillors comments / AOB

Cllr Clive Moles, Chairman of the meeting in the absence of Cllr Vanessa Hall, after a visit to the Parish cemetery pointed out that a large volume of leaves had accumulated in the dyke leading to some flooding following extensive autumn rainfall, which needed cleaning.

It was also agreed that The Witham Internal Drainage Board should be contacted to assess if the outlet to the pipe carrying the water from the cemetery dyke was in any way restricted. This will be done when increased daylight permits.

It was also agreed that a small dead sapling on Main street should be removed and replaced.

A discussion took place on the siting of the SID ( recently purchased) and related post to which it will need to be attached. The meeting agreed that the equipment should be delivered and installedasap using a street lamppost outside the Village Hall to which the SID could be attached, rather than purchasing a ‘purpose made post’ at considerable cost. This has subsequently been done.

Next Meeting

The date of the next Parish meeting was arranged for WEDNESDAY 22ND JANUARY 2020.

There being no further business, the meeting was declared closed @ 21.00 hrs.
