September 2020 Minutes

A meeting of the Parish Council was held on Monday 28th September 2020 in the Village Hall.

Please note that due to Covid 19 restrictions, no other Councillors, either from the County or District, or members of the public were allowed to attend.

It should also be noted that proposed future meetings may be affected depending on Government restrictions.

Minutes of the previous meeting

Minutes of the Parish meeting held on July 20th  2020 were signed as a true and correct record.

Matters arising

The Parish Clerk was informed in writing on the 22nd September that Application reference 20/0847/FUL located at Stableswood Farm had been withdrawn.

It was also noted that a further building at Roselea Turkey Farm was in a state of collapse, the third one. The Clerk wrote to North Kesteven DC following the meeting to inform them of further deterioration and has had subsequent correspondence with NKDC which has been circulated.

New Parish Website
Earlier in the year, Lincolnshire County Council informed all County Parishes that new websites were required to conform with up to date legislation and that they need to be ‘operational’ by 31st December when all old websites will be ‘turned off’.

An IT specialist, Peter Langford, has offered his services, free of charge, to help in the design, layout and content of the website and as at today’s date, 7th November, he has just completed his 1st ‘draft’ with the intention of having a zoom meeting in the near future with the Clerk to make any necessary alterations.

Embryo Angling

The Clerk had been informed by Matt Pettit that fencing of the lakes to the west of Swinderby road, purchased from Cemex, will commence shortly. However, thereafter it is not intended to stock these lakes until 2021/22. Matt also reported, notwithstanding the countrywide lockdown, how pleased Embryo Angling was with their new fishing enterprise at Tonges Farm.

Fly Tipping & Litter Picking Grant

Incidents of fly tipping has increased greatly during lockdown, both in number and quantity – on the Dorey’s farm, Wood lane and Foley lane to name some places affected – and a discussion on the subject and what, if anything, could be done. County Cllr Marianne Overton was informed of the Dorey’s incident and asked if this problem could be raised with Ministers when appropriate.

On reflection, it was decided not to apply for a Parish litter picking grant as the benefits were disproportionate to the work required to claim it.

Bomber County Gateway Trust / Planning applications

Cllr Moles’ report was read out to the meeting. One application 20/1037/FUL being for the construction of a dining room at Witham Prospect School had been submitted since the July meeting and this has subsequently been approved.

Village Hall and Notice Board

Following the previous meeting, a conveyance relating to the village hall has been received and its contents noted. The heating in the hall has recently been replaced and the gents toilets have been completely renewed.

Having received competitive quotations for a new Parish Notice Board, it was decided to replace the existing one with one made of metal and approximately the same size, once the finance arrangements had been settled.

Police Panel & Neighbourhood Watch Coordinator

Following Jim Rooke’s retirement from these posts after many years’ service, a replacement, at some stage, is required.

NKDC Wards

These are being reorganized following population movements in the District, but will not affect the Parish.

Financial Report 

As at 28th August 2020 funds in the Community account stood at £2588.49  having made payments of £254.38 since the July meeting. Business Premium account stood at £1.14. Funds held in the Skipton Building Society as at 10th September 2020 were £6609.44.

Councillors comments / AOB 

The health of Jenny Garnham was raised and per se, the future occupancy of Lyndhurst.

Following correspondence between the Manager of Lincoln Protein and a ‘third party’ regarding any further proposals for Villa Farm, it was requested that this be sent to District Cllr Mary Green, since when there has been various emails from interested parties concerning possible/ intended/suggested /mulled over equipment movements 
from Skellingthorpe to Villa Farm.

Next Meeting

The date of the next meeting was agreed to be held on 16th November  2020 SUBJECT TO REVIEW IN LIGHT OF CURRENT MEETING RESTRICTIONS – CANCELLED. Next meeting PROVISIONALLY - 18th January 2021.

There being no further business, the meeting was declared closed @ 17.20 hrs.
