NORTON DISNEY PARISH COUNCIL

A meeting of the Parish Council was held on Monday 18th September 2023 in the Village Hall.

Minutes of the previous meeting

Minutes of the Parish meeting held on 17th July 2023 were signed as a true and correct record.

Matters arising 

None

County & District Councillors’ Reports

County Cllr Marianne Overton’s monthly reports had been circulated prior the meeting.

In addition to District Cllr Mary Green’s monthly report, she told the meeting that 2 local buildings had been selected for a national design award, one of which is the Witham School.

Richard Parker- Norton Disney History & Archaeology Group

Richard reported that a 2 week excavation project had taken place in June on Brills Farm, where 4 trenches had been dug and many artefacts found including coins, pottery ( some of which is good quality Gaul pottery), and a brooch. These are currently being assimilated at Allan Archaeology. 

In view of the area’s and this particular site’s importance dating from both the Iron Age and almost certainly being a Roman site, further work is scheduled for next year, for which funding is currently  sort.

Village Signs

It was agreed that an order for 6 gates & posts + roundels & signs be placed with JACS UK ltd costing just over £4k + vat. Delivery is expected in early November. There will be additional costs for installation.

Fosse Green Energy

Consultations on the above scheme will commence on 30th September, with a submissions deadline of 20th October. Fosse Green Energy will spend the winter reconsidering their initial scheme in light of local comments/suggestions and return in early 2024 for further consultations.

A Steering Committee has been formed of representatives from the Parishes affected by the scheme and Cllr Roy Husemeyer has agreed to represent the Parish.

Planning Applications and Decisions in the period 18/07/2023 – 17/09/2023.

Application 22/1497/FUL was received on 18th July, being for a change of use to a horse paddock & stables on Plot 4 Swinderby road. Subsequently approved.

Financial Report.

As at 29/08/2023 funds in the Community account stood at £3993.21 having made payments of £309.98 since the last meeting. Funds held in the Skipton Building Society as at 10/09/2023 were £8371.06. The interest rate had recently been increased to 3.4%.

Councillors comments / AOB

Cllr Pat Gibson raised the problem of vehicles speeding on Newark Road, particularly during a period of roadworks on the A46 which led to diversions onto the Parish’s roads, even though there is a new 30mph limit now in force.

The Clerk reported that he had received an email form Jenny Bailey (NKDC) concerning the dog waste bin on Clay Lane and whether an additional one was needed. It appeared that the bin in question had not been emptied for a considerable period, even though the Clerk had received assurances that weekly visits had been made.

County Cllr Marianne Overton has very promptly raised both of the above issues with relevant departments.

The date of the next Parish meeting has been arranged for Monday 20th November 2023 @ 7pm.
