NORTON DISNEY PARISH COUNCIL

A meeting of the Parish Council was held on Monday 20th November 2023 in the Village Hall.

Minutes of the previous meeting

Minutes of the Parish meeting held on 18/09/2023 were signed as a true and correct record.

Matters arising 

The Clerk informed the meeting that, according to JACS UK Ltd, the manufacturers of the new village signs, delivery of them should be in the near future.

County & District Councillors’ Reports

County Cllr Marianne Overton’s monthly reports had been circulated prior the meeting.

In addition to District Cllr Mary Green’s monthly reports, she mentioned that scrap merchants should have a ‘Waste Carriers Licence’ to conform with the law and that there was funding for a Community Emergency plan, should this be considered.

Cllr Moles - Norton Disney History & Archaeology Group

Cllr Moles requested that funding be given to the Group to help with future excavation work scheduled for summer 2024. It was agreed that £250 should be donated now, with further consideration for another donation in the spring.

Fosse Green Energy

Cllr Husemeyer, who had attended a meeting of the local steering committee, informed the meeting that Fosse Green Energy will spend the winter reconsidering their initial scheme in light of local comments/suggestions and return in early 2024 for further consultations. Some of the main concerns were the sheer scale of the proposals thereby using so much productive arable land.

Planning Applications and Decisions in the period 18/09/2023 – 20/11/2023

23/1206/HOUS – 1 Swinderby Road – erection of porch and single storey extension – subsequently approved.

Financial Report.

As at 27/10/2023 funds in the Community account stood at £4903.72 having made payments of £361.98 since the last meeting. £1272.49 was received through the CIL scheme. Funds held in the Skipton Building Society as at 10/11/2023 were £8418.71. The interest rate was 3.4%.

Councillors comments / AOB

Cllr Moles thought that the boundary hedge to the church field needed cutting. Cllr Hall said she would speak to Steve Dorey. He also informed those present that Bomber County Gateway Trust was making steady progress in raising funds and in the construction of the frame.

Cllr Hall informed the meeting that this year’s Christmas Tree would cost £125.00.

Cllr Husemeyer had volunteered to attach the new British Legion poppies to lampposts along Main street and to store them subsequently.

Members of the public then raised several issues including road verges & hedges on Folly lane, passing places on Newark road, vehicles attending Norton Disney Horse Trials, the dredging of the River Witham, the behaviour of some ‘Lost Village’ attendees, Dog fouling on a footpath close to the Green Man, and communicating local news to parish residents. It was agreed to further consider those matters deemed relevant.

Next Meeting

The date of the next Parish meeting has been arranged for TUESDAY 16th January 2024 @ 7pm.

There being no further business, the meeting was declared closed @ 21.00 hrs.
