NORTON DISNEY PARISH COUNCIL

A meeting of the Parish Council was held on Monday 19th January 2026 in the Village Hall.

Minutes of the previous meetings

Minutes of the Parish Council meeting held on 17th November 2025 were signed as a true and correct record.

 

Matters arising

The Clerk reported that the branch which had fallen off a tree into the Parish cemetery during high winds in October last, had been sawn up and cleared away. Permission was given for 2  black poplar trees to be independently inspected and reported on as to their safety.

 

County Councillor’s report

Several matters addressed – locally, the footpath repair issue which had been raised at a previous meeting has now been approved for remedial work to be carried out.

On a County level, there is a funding gap for the fiscal year 2026/27 which will have to be addressed.

With regard to the various County Solar Farm applications, apparently the Government now admits that they have ‘enough’ ( which is rather perplexing, given the number and scale of current ones being processed and this really needs clarifying).

Reference the application for the Navenby Battery proposal, the UK Health & Security Agency has said that it increases the risk to the health and safety of local residents. 

 

District Councillor’s report

Matters aired – local government reform is currently in abeyance until all submissions have been considered. There are proposals to drastically reduce the number of councillors which will have a material impact on their ability to carry out their functions/duties properly.

Parish Councils may be replaced with larger ‘Neighbourhood Area’ bodies.

Most importantly – new caddies will be arriving shortly!

 

Bomber County Gateway Trust

Charlie White, the Chairman, kindly attended and reported fund raising continues so that all the necessary ancillary ground work can be financed. Savills are preparing a carparking scheme which will require planning permission. 

Information Boards are to be designed and erected giving a history of the Lancaster Bomber and its connection with Lincolnshire during WW2.

‘Bomber County’ benches will be purchased and the Parish Council will be making a contribution.

The official opening of the site is scheduled for 15th May.

 

Fosse Green Energy 

Formal hearings on the application began on Monday 5th January 2026. 

The draft of a letter specifically concerning the planting of hedges on Clay Lane and how they would impact the area from a visual aspect was agreed. It was sent on Tuesday 20th January.

 

Public footpath between Norton Disney and Stapleford

Cllr Husemeyer reported that he had taken more photographs of the footpath showing where flooding is taking place and how the different levels along its route is impacting this problem.

It was agreed that a meeting with Breedon, Stapleford and us should be arranged to discuss this matter.

25/0762/FUL @ Village Farm – application withdrawn.

25/0833/HOUS@ The Grange – extension approved.

 

Financial Report.

As at 29/12/25 funds in the Community account stood at £761.82 having made payments of £304.98 in November and December. 

Funds held in the Skipton Building Society as at 11/01/26 were £8999.42. The interest rate has again been reduced as from 26th January to 2.03%.

It was agreed that the precept request for the financial year 2026/27 should be held at the same amount as the current one, being £3800.

Richard Casburn’s quotation for cutting the grass in the cemetery for the coming season and Ryan Atkins’ for cutting the 2 boundary hedges were accepted.

 

Councillors comments/Any other business.

The continuing problem regarding the village street lighting was raised and a fulsome discussion ensued. Since when a date in March has been given for the necessary remedial work to be done (hopefully!).

 

Next Meeting

The date of the next Parish Council meeting has been arranged for Monday 9th March 2026 @ 7pm – please note it is the second Monday of the month this time ONLY. There being no further business, the meeting was declared closed @ 20.45 hrs.
