Open Questions / comments from the public
Chair of the meeting, Cllr Vanessa Hall explained that the Parish Council had adopted a different format for this and future meetings which will ensure that they fall into line with current legislation and as used by neighbouring PCs.
This part of the agenda will last approximately 15 minutes for members of the public attending the meeting to raise matters of interest or issues / concerns affecting either them or on behalf of parishioners. These will either be dealt with at the meeting if possible, or later, if not.
Thereafter, the remaining items on the agenda will be conducted by the Parish Council itself only with members of the public in attendance if they choose to stay.
A resident raised the question of when the felling of the 2 condemned black poplar trees in the cemetery will be carried out because the chosen contractor had initially indicated mid - June as the likely timeline.
The clerk had been informed by Fenton Tree Surgery ( the contractor ) that the delay had been caused by a machine, which they intended to use, had broken down and that felling would take place around 28th July. Felling and logging has now been done and the stumps treated properly.
Another resident raised several matters concerning the newly adopted Parish Cemetery user guidelines, in particular the height of a recently erected headstone and, to condense the issue, whether the guidelines related to this headstone.
Cllr Husemeyer replied that the adopted rules restricted the overall height of headstones to 34 inches and that the monumental mason who erected the headstone in question had agreed in writing beforehand to adhere to these rules.
This matter is yet to be resolved.
The meeting was also notified of a broken ‘kissing gate’ on the Stapleford footpath.

District Councillor’s report
Under the ‘Local Government reorganisation’ proposals, Norton Disney Parish will move into the ‘Lincoln area’ as will the surrounding ones. Meanwhile NKDC will continue in its present form until 2028 without there being District Council elections next year.
The debate on local gov’t reform will continue into 2027 with the future format of Parishes to be decided.
On a more ‘down to earth note’ Mary informed the meeting that there is a new 30mph speed limit on the Thurlby to Bassingham road.

Cllr Moles updated the meeting on both Bomber County Gateway Trust and Norton Disney History and Archaeology Group matters. An auction had been organised by John Pye Auctions on behalf of BCGT which had raised £12k and help towards funding the proposed carpark on site. There had been 2 ‘open days’ for members of the public to visit the memorial.
NDHAG had their annual 2 week dig in June on land at Brills Farm where a ‘kiln’ and pottery, unique to Norton Disney were found.
Cllr Husemeyer also updated the meeting on the Fosse Green Energy hearings being held in Lincoln. These concluded on 6th July. The Inspectors are now drawing up their report which is due to be released in early October.
The date of the next Parish Council meeting has been arranged for Monday 21st September 2026 @ 7pm. There being no further business, the meeting was declared closed @ 20.15 hrs.
