Minutes of the previous meeting

Minutes of the Annual and Parish meetings held on 20th May 2024 were signed as true and correct records.

Matters arising 

The Clerk reported that he met Brendan Shaw from Lincolnshire Highways on July 8th at Scotwater Bridge, who agreed to install bollards with reflectors on the grass verge to help motorists, during periods of flooding, identify where the road is.

Regarding the issue of anti-social behaviour on the bridleway off Newark road, the Clerk met PC Rimmer, Alice ( from NKDC ) and Breedon Quarry’s deputy manager at their Quarry Office to discuss this issue. CCTV would be prohibitively expensive. 

It was agreed that a sign stating the nature of the path and it’s uses, or otherwise, would be ordered from Highways and that 2 temporary posters were attached to a post adjacent to the road stating that ‘anti-social behaviour’ would not be tolerated in the area. PC Rimmer also agreed to increase police visits at times when the suspected culprits were in the vicinity.

Roxanne Burkitt, who attended the meeting, pointed out that there had been no further vehicles parking on the site since the posters had been put up 2 weeks prior.

The Clerk also asked if anyone knew the Newark address of Roger Paul who is believed to be the person in possession of the History book of Norton Disney. Darren Edge, also attending the meeting, said that he sometimes saw Roger and would ask him to return it to Cllr Vanessa Hall. Since when Darren has seen Roger and asked him to do just that.

County & District Councillors’ Reports

County Cllr Marianne Overton covered many issues in her report ranging from the result of the recent General Election and it’s possible bearing on local matters/concerns notably the proposed ‘Solar panel farms’ in the area and the Electricity sub-station near Navenby, to County finance matters and road repairs where, so it would appear, progress was being made, albeit not fast enough.

She voiced her concern that the new Labour Gov’t, to further their ‘Green credentials’ would not hesitate to grant planning permission for the solar panel applications mentioned above and wondered if local action groups should be formed to take on this ‘threat’.

Fosse Green Energy update ( not on the agenda, but, no less relevant )

Cllr Husemeyer reported that the Steering committee’s ‘view’ on the possibility of the solar panel farms being built had darkened considerably especially since permission had very recently been granted for solar farms in other areas.

Planning Application 24/0777/HRN

This relates to the leylandii hedge between Grove Farm and Eastwood bungalow, currently owned by Breedon Quarry who made the application.

After discussion on whether the Parish Council should support or oppose the proposal, it was agreed that the Clerk would ask for an extension of time for a submission to give all parties time to reach an amicable settlement as to future ownership of the area in question and the timing of the hedge’s removal.

Although the request was not granted by NKDC, it would appear that a tentative agreement has already ( as at 30th July) been reached, hopefully.

Green Man/Noise issue

Victoria Kinder outlined the above issue. A complaint had been made to NKDC by an ‘anonymous’ resident concerning the noise level emanating from the Green Man at a recent event.

Although the licence granted covered the licensee for the event in question and so exonerated any potential breach per se, the noise level had not been monitored by relevant meters to determine whether a breach had occurred.

After a full discussion on many levels by most attendees, it was decided to approach NKDC’s licencing department to request noise meters be used at future events where a noise issue may occur. Subsequently, this has been done, but as at 3rd August no reply has been received. A follow-up email will be sent.

The Clerk has also received an email from Victoria confirming her purchase of noise meters following the meeting.

Financial Report.

As at 28/06/2024 funds in the Community account stood at £1212.18 having made payments of £1940.28 in May and £179.49 in June. Funds held in the Skipton Building Society as at 12/07/2024 were £8616.65. The interest rate was 3.59

Councillors comments / AOB

Cllr Moles updated the meeting on the recent 2 week dig by Norton Disney History & Archaeology Group at a cost of £7k, where the artefacts found are currently being assessed.

He also pointed out that funds had been raised recently for the Bomber County Gateway Trust by the Green Man and that it was still on course to commence final assembly of the structure this autumn.

Monday 16th September was confirmed as the date of the next meeting  @ 7pm.There being no further business, the meeting was declared closed @ 20.10 hrs.
