NORTON DISNEY PARISH COUNCIL

A meeting of the Parish Council was held on Monday 16th September 2024 in the Village Hall.

Minutes of the previous meeting
Minutes of the Parish meeting held on 15th July 2024 were signed as a true and correct record.

Matters arising 
The History book of Norton Disney has been returned and is in our Chair’s safe-keeping.
Regarding the ‘excessive’ noise issue @ The Green Man, reported on in an earlier meeting, Victoria Kinder told those attending that she had changed the band playing at events which had reduced the noise level and that purchased noise monitors had been used at the last motorbike meeting which went off satisfactorily.

County & District Councillors’ Reports
County Cllr Marianne Overton’s and District Cllr Mary Green’s monthly reports had been circulated prior the meeting to which District Cllr Mary Green added that she had received some positive feedback on this year’s ‘Lost Village Festival’ and that the revised National Planning Policy Framework documentation was under review.

Time Team visit in October
Richard Parker gave details of the scheduled 3 day village dig between 4th & 6th October. The Village Hall will be open, carparking for associated staff will be in Barbara’s field, a marquee will be in the grounds of the Manor House for ‘operational purposes’, close to the proposed dig scheduled where the old moat was prior to it being buried around 50 years ago. Several other garden digs will be undertaken by residents as well.
A Genealogist and Surveyor will be on site. All artefacts/findings will be assessed and those deemed worthy of further consideration will be sent to the University of Lincoln.

Fosse Green Energy update
Cllr Husemeyer read out an open letter from Barry Earnshaw, Chairman of the ‘Stop Fosse Green Steering Group’ in which he urged the new Government to initiate a National Strategic Energy Plan combining nuclear, wind and wave, hydrogen, solar and other new technology initiatives, rather than just implementing the current policy which appears to favour solar farms over other forms of energy generation.

Planning Applications and Decisions in the period 15/07/24 – 15/09/24
Applications
24/0867/HOUS – being for the installation of an Air Sourced Heat Pump @ Field Farm, Main St.
24/0993/VARCON – to vary conditions 2&5 in respect of a previous approved planning application in respect of land off Newark road.
Decisions 
24/0777/HRN – approved.
24/0867/HOUS – approved.
23/0277 & 0278/VARCON, being 2 appeals for properties under construction behind the Village Hall – dismissed.

Financial Report.
As at 29/08/2024 funds in the Community account stood at £883.45 having made payments of £328.73 since the last meeting. Funds held in the Skipton Building Society as at 12/09/2024 were £8668.72. The interest rate has decreased to 3.35% following a Base rate cut in August.

Councillors comments/Any other business
Cllr Moles suggested that the hedges bordering the village ought to be cut so that the new signs could be seen. He also updated the meeting on progress with the construction of the Lancaster Bomber superstructure, which should be completed by the year end, subject to the satisfactory resolution of a financial issue.
A member of the public again raised the issue of vehicles driving too fast on Newark road between the County boundary and the entrance to the Hall and suggested that serious consideration should be given to extending the 30mph limit to include the aforementioned stretch of road. Since when the Clerk has communicated with County Cllr Marianne Overton on this subject.
Raising another concern, Victoria Kinder, the landlady of the Green Man reported that during the ‘Lost Village Festival’ some youths wearing balaclavas arrived in the PH’s carpark in such a manner as to be intimidatory and which could have been interpreted as a prelude to visiting the festival intent on supplying banned substances. No police presence in the village throughout the festival period was reported.
This matter has been taken up subsequently by District Cllr Mary Green with Ben Atkins, founder of the Festival who has communicated directly with Victoria and other civil bodies in an endeavour to allay the concerns raised above.

Next Meeting
The date of the next Parish Council meeting  has been arranged for Monday 18th November @ 7pm.There being no further business, the meeting was declared closed @ 20.30 hrs.
