NORTON DISNEY PARISH COUNCIL
 
A meeting of the Parish Council was held on Monday 15th September 2025 in the Village Hall.

Before the meeting commenced, Cllr Hall, Chair of the Parish Council, announced the sudden death of Pat Woodman who was a North Kesteven District Councillor for many years. Warm tributes were paid by those attending for her dedicated service.
Minutes of the previous meetings
Minutes of the Parish Council meeting held on 21st July 2025 were signed as a true and correct record.
Matters arising 
Reference the litter problem in the Parish caused by fishermen from Embryo Angling’s lakes, it was reported that no further problems had arisen since the last meeting.
County Councillor’s report
Marianne expressed her admiration for the immense task undertaken by all at Bomber County Gateway Trust in bringing years of selfless work to fruition in early September when the Lancaster Bomber was finally ‘installed’ on its podium.
The main issue raised was again concerning the various applications made to the Energy Secretary for large Solar Farms and associated Battery sub-stations in the County and how local communities were galvernising their arguments to resist such schemes. 
Also mentioned was a trip to London to seek adequate funding for the area’s Internal Drainage Boards. ‘Local Authority reorganisation’ had become a relevant matter for debate recently.
District Councillor’s report
Mary firstly paid fulsome praise for her predecessor, Pat Woodman, not least for Pat’s help and guidance after leaving office. Secondly, she gave a glowing tribute to BCGT’s achievement and said that Bassingham’s PC had recently made a donation.
With deserved recognition, Mary told the meeting that North Kesteven’s planning department had been voted the sixth most efficient department in the country.
She also informed those present that there were no asylum seekers currently residing in hotels in NKDC.
Again, ‘Local Authority reorganisation’ had risen up the agenda and submissions on local views had been called for.
Fosse Green Energy
The Development Consent Order has been accepted and the Planning Inspectorate are seeking representations until 27th October.
Bomber County Gateway Trust
Cllr Moles updated the meeting on the installation of the Lancaster Bomber during the first  weekend of September. It took 3 days to complete. Thanks to exemplary planning at every stage, it all went ‘like clockwork’. Deserved tributes were paid to everyone involved in this inspirational project which has since been put forward for an award by the Parish Council.
Further work will be undertaken on site including applying for planning permission to construct a car park, to establish a poppy field and to landscape the area before an inaugural opening currently scheduled for May 2026.
Remembrance Day ‘furniture
This item has been deferred until the November meeting. It refers to an offer made to BCGT by the Parish Council for ‘relevant furniture’ – ie benches, perhaps – to be incorporated in a landscaped area around the sculpture on Brills Farm.
Planning Applications and Decisions in the period 19/05/25 – 20/07/25
Applications
25/0833//HOUS – at The Grange, Hill road being a single storey rear extension + roof solar panels. Application supported.
25/0246/FUL – Villa Farm – amendments to design & site position for which no submission is required.
25/0762/FUL – Village Farm being for the construction of 2 x 1bedroom residential lodges. Application supported.
Decisions
25/0643/FUL – solar panels on land adjacent to the Old Vicarage which was approved.
Financial Report.
As at 30/08/25 funds in the Community account stood at £1952.28 having made payments of £311.73 in July and August. Funds held in the Skipton Building Society as at 12/09/25 were £8929.66. The interest rate has again decreased to 2.33% as from 1st September.
It was agreed at the meeting that a donation of £1000.00 be made to the Bomber County Gateway Trust from the Community account under the Community Infrastructure Levy scheme.
Councillors comments/Any other business.
Cllr Gibson raised the question of who was responsible for maintaining footpaths in the Parish. In particular, the issues of uneven surfaces and tree roots causing a hazard. 
It is Lincolnshire CC who is responsible to whom County Cllr Marianne Overton has emailed on the above matter as well as to point out that recent ‘road closure and diversions signs’ had been incorrectly positioned, an issue raised by a member of the public.
Next Meeting
The date of the next Parish Council meeting  has been arranged for Monday 17th November 2025 @ 7pm.There being no further business, the meeting was declared closed @ 20.30 hrs.
