NORTON DISNEY PARISH COUNCIL
 
A meeting of the Parish Council was held on Monday 17th March 2025 in the Village Hall.

Minutes of the previous meeting
Minutes of the Parish meeting held on 20th January 2025 were signed as a true and correct record.

County Councillor’s report
Dominated by 2 issues again, both fully justified. Firstly the proposed local solar farms and electricity sub-station at Navenby, which are at the forefront of the Cliff Villages Solar Action Group’s determined work to make the Government understand that it would be far more sensible and cost effective to have solar panels on the roofs of both commercial buildings and houses, rather than tying up productive farmland for decades. To this end, a petition to the Secretary of State for Energy has been organised as have rallies and concerted lobbying of interested parties.
Secondly, County and Mayoral elections in many areas are going ahead on 1st May, Lincolnshire being one of them. They may well have  profound implications for the County in many ways. The proposed ‘reorganisation’ of local government by replacing County and District councils with ‘Mayoral’ related authorities is progressing and are the biggest changes in decades. 
 
District Councillor’s report
 To a large extent, dominated by the issue above – local gov’t re-organisation. Whereas the time allowed for an initial response has now lapsed, final detailed ‘conclusions’ can be submitted until 28/11/25. In answer to a question on the area of land allocated for housing development in the District, the DC was able to reassure the meeting that it had at least 7 years’ worth which is comfortably within the Government’s current guidelines.
 
Fosse Green Energy
Although nothing had transpired since the further consultation last autumn, since the meeting, Fosse Green Energy is holding a meeting on 28th April to which Cllr Husemeyer is going.
 
Planning Applications and Decisions in the period 20/01/25 – 16/03/25
Applications
25/0072//TPO - @ Edgefield House – pruning a horse chestnut tree to allow more light into the house.
25/0140/HOUS – 1 Brills Cottage – 2 storey side extension and alterations.
Both supported.
 
Financial Report.
As at 28/02/25 funds in the Community account stood at £204.65 having made payments of £271.48 in January and February. Funds held in the Skipton Building Society as at 11/03/25 were £8808.21. The interest rate has again decreased to 2.86% as from 10th March.
 
Councillors comments/Any other business
Cllr Gibson suggested that another HGV sign be erected on the other side of Butts Lane’s junction with Main Street so that it is clearly visible before turning. She also thought that the purchase of a ‘Lest we forget’ bench may be appropriate.
Cllr Whitton suggested that the Council consider purchasing another SID, possibly solar powered, to monitor vehicle speeds in the opposite direction to the one which is currently in use.
Cllr Hall thought that it may be worthwhile approaching ‘The Lost Village’ to see if they would contribute towards the cost of the above.
Cllr Moles gave an update on Norton Disney History and Archaeology Group’s proposed dig at Brills Farm in June where a geophysical assessment will be used for the first time to help assess where best to carry out the work. He also informed the meeting that Charlie White has taken on the Chairmanship of Bomber County Gateway Trust following Ken Sadler’s retirement from the post. 
Cllr Husemeyer considered that the recently restored footpath between the village and Stapleford may need additional work to it to help alleviate the possibility of flooding which was prominent in 2024.
 
Next Meeting
The date of the next Parish Council and Annual meetings  has been arranged for Monday 19th May 2025 @ 7pm.There being no further business, the meeting was declared closed @ 20.30 hrs.
