A meeting of the Parish Council was held on Monday 20th January 2025 in the Village Hall.

Minutes of the previous meeting
Minutes of the Parish meeting held on 18th November 2024 were signed as a true and correct record.
Matters arising
The Clerk reported that work adjacent to Scotwater bridge should have been carried out by LCC Highways on 16th December 2024 but this had not happened. Subsequent to the meeting, Brendan Shaw of LCC Highways has informed the Clerk that the proposed work is now scheduled for 20th March.
He had also been informed that the road sign at the end of Butt lane had been damaged and would inform the relevant authority.
He also reported to the meeting that the cost of a ‘Lest we forget’ British Legion soldier replica is in the region of £200.
County Councillor’s report
Dominated by 2 issues. Firstly the proposed local solar farms and electricity sub-station at Navenby, both of which, if granted permission, will have a huge impact on the area in many ways. However, Cllr Overton reported that she and others had met the Secretary of State for Energy, Ed Miliband who appeared to have taken on board their arguments for putting solar panels on all new build structures rather than granting planning permission for solar farms by imposing a deadline of January 29th for their applications. Whether this is significant is not yet known.
Secondly, the proposed ‘reorganisation’ of local government by replacing County and District councils with ‘Mayoral’ related authorities. This raises many issues of concern including governance, code of conduct, the granting of planning permission to name only some. It’s early days in it’s legislative procedure through Parliament but it will need rigorous and detailed scrutiny to ensure the end result is justified and worthwhile.
District Councillor’s report
Cllr Green’s monthly report had just been circulated prior to the meeting with issues covered including the Government’s proposed extensive planning reforms, Nationally Strategic Infrastructure Projects, Holocaust Memorial day, River Witham embankment works and free trees for the community. A discussion took place on the matters raised by Cllr Overton and their impact on the local area, on the district and county ( in the case of local gov’t reforms ).

Planning Applications and Decisions in the period 18/11/24 – 19/01/25
None
Financial Report.
As at 27/12/2024 funds in the Community account stood at £484.88 having made payments of £3718.59 in November and December and having received £3420.00. Funds held in the Skipton Building Society as at 11/11/2024 were £8717.32. The interest rate has again decreased to 3.11% as from 9th December.
Following a brief discussion, it was agreed that a precept request of £3800 be made for the Parish in respect of the 2025/26 financial year.
It was also agreed that Richard Casburn should be re-engaged this year to cut the grass in the Parish cemetery for the same price as last year.
Councillors comments/Any other business
Cllr Gibson clarified the matter she raised at the last meeting regarding the HGV sign at the end of Butt lane. It had been moved to a position away from where Butt lane meets the Main street, rather than removed entirely as had been reported in the previous minutes. Following the meeting, this issue has been raised with LCC Highways because the sign cannot been seen from the Main street.

The date of the next Parish Council meeting has been arranged for Monday 17th 2025 @ 7pm.There being no further business, the meeting was declared closed @ 20.15 hrs.
