NORTON DISNEY PARISH COUNCIL

A meeting of the Parish Council was held on Monday 17th November 2025 in the Village Hall.

Minutes of the previous meetings

Minutes of the Parish Council meeting held on 15th September 2025 were signed as a true and correct record.

 

County Councillor’s report

Due to Cllr Overton’s absence owing to a previous engagement, any relevant/important  information had been included in her monthly newsletter which is circulated to all Parish Councillors.

 

District Councillor’s report

As above, Cllr Green had been engaged on other duties, but the monthly District Council’s circular had been distributed accordingly.

 

Fosse Green Energy

Cllr Husemeyer informed the meeting that he had circulated a letter to all parishioners giving background information on the solar project and suggesting they register as interested parties by giving their views on the proposed project before the deadline of 27th October.

Formal hearings on the application begin on Monday 5th January 2026.

 

Public footpath between Norton Disney and Stapleford

Cllr Husemeyer requested this item be put on the agenda because, whereas the overall restoration work on site has been impressive,recent flooding on the restored footpath had been extensive which points to further work being necessary to alleviate the problem.

Since when, communication has taken place on this subject with Chris Marsh at Lincolnshire CC.

 

Bomber County Gateway Trust

Cllr Moles updated the meeting on ‘open days’, proposed carparking and benches for the site.

More relevant work to make the site more amenable to the public will be forthcoming. Hopefully one or more of the Directors will be able to attend the next meeting.

 

Planning Applications and Decisions in the period 15/09/25 – 14/11/25

None

It was pointed out at the meeting that planning permission granted to the Cole & Cole partnership under reference 22/0605/FUL, being for the conversion of the Stable block on land behind the Village Hall to a residential dwelling, had expired in September 2025 after part of the stable block had been taken down but before any construction work had commenced. 

This site has been the subject of numerous applications, variations and appeals, the last one of which was refused and may have had some bearing on why no building work has been undertaken.

 

Financial Report.

As at 29/10/25 funds in the Community account stood at £1066.80 having made payments of £1260.48 in September and October, the main one being £1000.00 to the Bomber County Gateway Trust as agreed at the September meeting. There was a receipt of £375.00 in September in respect of Satini Saini’s burial in the Parish cemetery. 

Funds held in the Skipton Building Society as at 11/11/25 were £8964.48. 

 

Councillors comments/Any other business.

A large branch had fallen off a tree inside the Parish cemetery during high winds in October and a member of the public raised the very relevant question of damage to her late husband’s grave caused by the branch. An insurance claim will be made for this once an amount has been established.

The Kinder family very kindly undertook to cut up the branch into lengths which have subsequently been logged and stacked and the area cleared of brush wood.

 It has been agreed that a survey of the existing large trees within the cemetery boundary be undertaken by the District Council’s tree officers to ascertain their safety.

Cllr Whitton enquired about a possible change of ownership of an adjoining horse paddock to her own property and whether there had been an application for development on it. Any application would be sent to the Clerk by NKDC for distribution to the Parish Councillors in the normal way. To date, this has not occurred.

Cllr Husemeyer enquired as to who occupied River Farmhouse. This is in respect of Fosse Green Energy’s proposals on the adjoining land. 

 

Next Meeting

The date of the next Parish Council meeting has been arranged for Monday 19th 2026 @ 7pm.There being no further business, the meeting was declared closed @ 20.00 hrs.
