NORTON DISNEY PARISH COUNCIL
 
A meeting of the Parish Council was held on Monday 19th May 2025 in the Village Hall.

Election of Chair and Vice Chairman
Cllr Vanessa Hall was elected as the Parish Council Chair, proposed by Cllr Moles and seconded by Cllr Gibson.
Cllr Clive Moles was elected as the Parish Council Vice Chairman, proposed by Cllr Hall and seconded by Cllr Whitton.

Minutes of the previous meeting
Minutes of the Parish meeting held on 17th March 2025 were signed as a true and correct record.
 
Matters arising 
The Clerk reported that he had obtained a price for a new solar powered SID which was in the region of £3700 +  vat and for commemorative benches which were ranging between £400 - £ 850 + vat depending on construction materials. It was decided to defer making a decision on both counts pending taking up the speeding problem on Main street with Lincs Highways on the first item and discussing the second one with BCGT.
 
Update on Fosse Green Energy
A liaison meeting took place on 28th April between representatives of the various parishes affected by Fosse Green Energy (FGE) proposals and the above company which turned out to be more of a PR exercise on the part of FGE, rather than outlining any new proposals on their scheme. 
Their application for construction of the solar farm has not yet been submitted. However, National Grid has submitted theirs for a lithium battery sub-station close to Navenby, to NKDC who will decide on the application.
 
Planning Applications and Decisions in the period 17/03/25 – 18/05/25
Applications
25/0246/FUL – Construction of 2 houses @ Villa Farm, Folly Lane, where Outline planning permission had previously been granted. This application is supported by the Parish Council.
25/0388/LDEXI – Village Farm, Newark Road being the conversion of a Farmhouse to a Residential Care Home. This application will be granted on a technicality – it has been running as a Care Home for 10 years +, without objection. Planning permission was not requested at the time of conversion.
Decisions
25/0140/HOUS – 1 Brills Cottage – approved.
 
Annual Accounts and financial matters
The Annual Accounts for the 2024/25 financial year were presented to the meeting, signed off and forwarded to the Auditor for Smaller Authorities. They can be viewed on our website.
Reference the 2025/26 financial year, the precept of £3800 was received on 1st April. Following payments of £866.01 during the month, including £500 to Norton Disney History & Archaeology Group, the balance on the Community account as at 29th April was £3030.15.
 Funds held in the Skipton Building Society as at 11/05/2025 were £8850.40. The interest rate was   2.86%, a reduction from 3.59% on May 2024. Since when the rate has decreased to 2.62% as from 9th June.
 
Councillors comments / AOB
Cllr Moles updated the meeting on the planned further excavation work on Brills Farm by Norton Disney History & Archaeology Group commencing on 2nd June who are hoping to be able to determine whether there was a Roman Settlement on the farm.
He also updated the meeting on the construction progress of the Lancaster bomber @ BCGT, where, subject to certification, site work on its erection will commence in September. Charlie White has become BCGT’s Chairman and his wife Sophie has joined the board.
Cllr Hall mentioned that the Hall family had cleaned the new Village signs & gates on Newark road.
 
Next Meeting
The date of the next Parish Council meeting  has been arranged for Monday July 21st  @ 7pm. There being no further business, the meeting was declared closed @ 20.30 hrs.
