NORTON DISNEY ANNUAL PARISH MEETING & COUNCIL MEETING Held on Monday 16th May 2022

1.   Vanessa Hall – Parish Council Chair
In her annual report, Vanessa welcomed the return of ‘normality’ in the community after the covid pandemic and paid tribute to all who had helped in this process. Among many matters covered, those mentioned included refugees from Ukraine, the ‘Lost Village Music Festival’, the withdrawal of the second application for a ‘Rendering Plant’ on Folly Lane followed by the granting of planning permission for 2 dwellings on the same site, Norton Disney History and Archaeology Group’s excavation work and findings, a new extended 30mph limit on Newark Road, the Queen’s Jubilee and a special tribute to the passing of Alan Haines and to his outstanding contribution to the Parish and Church. In his remembrance, the Parish Church bells were rung for 90 minutes on the previous Saturday evening, 14th May.

2.   County Councillor’s Report

Marianne’s report ranged over many issues including her work on county committees, highways, adult care and children’s services, the Beckingham gypsy site, as well as Ukrainian refugees.

3.   District Councillor’s Report

Mary, having already given her monthly written report earlier, mentioned Local Housing schemes, recycling projects, craft design, the cleaning of the river Lea, Mrs Smith’s cottage, and NKDC’s aim to become carbon neutral by 2030.
      
4.   Church Report

The Church Warden’s report, compiled by John Rowland, presented by Cllr Husemeyer, stated that there is an ongoing reorganization in the local parishes, following the retirement last year of Rev Dee Freeman. The vicarage in Bassingham has been sold, which implies that there is unlikely to be a new vicar in the foreseeable future. 

However, as far as Norton Disney is concerned, some church services have been combined with Thurlby, a large section of the cemetery boundary wall adjoining Church Drive has been completely rebuilt following a fund raising event at the Vicarage last year and, again, tribute was paid to Alan Haines who, during his time as Church Warden, raised considerable sums of money to refurbish and improve the facilities in the Church. Being a historian and a learned one in local history, he regularly conducted guided tours of the Parish’s Grade 1 listed Church. He was also a Bell Ringer for many years.

5.Village Hall Report

In Jenny Wright’s absence, the report was presented by Barbara, the Village Hall Committee Treasurer, who informed the meeting that it had been a difficult period during and post covid, but there had been 122 bookings during the year. The Village Fete will, hopefully, be held in September for the first time since 2019.

There being no questions from the public, this meeting was followed by the Parish Council meeting where the first item on the agenda was to elect a Chairman and Vice Chairman.

Election of Chairman & Vice Chairman

Proposed by Cllr C Moles and seconded by Cllr P Gibson, Cllr Vanessa Hall was elected as Chairman. Cllr P Gibson proposed Cllr C Moles as Vice Chairman and this was seconded by Cllr R Husemeyer. Cllr C Moles was duly elected.

Minutes of the previous meeting.

The minutes of the meeting held on Monday 21st March were accepted and signed as a true and accurate record.

Matters arising

The Clerk reported that he had written to Breedon, Embryo Angling and The Lost Village asking for donations towards replacing the Village signs. As yet there has been no response.

Community Infrastructure Levy Investment

Following a receipt of £976.98 from NKDC in respect of the above levy in April, after a discussion, it was decided to donate £500 each to Bomber County Gateway Trust and Norton Disney History and Archaeology Group. Since when funds have been duly transferred.

Planning Applications/ Decisions in the period 22/03/22 – 15/05/22

Applications awaiting a decision:

22/0467/VARCON – to vary condition 10,  re planning permission 21/1777/FUL ( ref dev of 2 dwellings behind the Village Hall ) to insert dormer windows, roof lights and roof space accommodation.

22/0605/FUL – an extension to existing single storey dwelling, change of paddock use to enlarge the residential curtilage + double garage ( plot1 ). Demolition of stables and construction of single storey dwelling ( plot2), on Main Street and on land behind the Village Hall.

22/0516/FUL – siting of 3 non-permanent glamping pods on land adjoining The Green Man.

Annual Accounts and financial matters

Were presented to the meeting, signed off and forwarded to the Auditor for Smaller Authorities.

Councillors  comments.

Cllr Hall updated the meeting on preparations for the Queen’s Jubilee event on June 5th .
